对北京市市委书记刘淇参与迫害法轮功的的调查报告

刘淇[1]，北京市市委书记，市长。1999年2月在北京市第十一届人大二次会议上当选为北京市市长。2002年10月任中共北京市委书记。是中共第十三大代表、十四届中央候补委员、中共十五届中央委员，十六届中央政治局委员。

在任职北京市长和市委书记期间使北京成为全国迫害法轮功最严重的地区之一。

2000年2月15日，在北京市十一届人民代表大会第三次会议上作的政府报告中“高度赞扬了北京市在1999年所取得的「三大政治斗争」的胜利”，报告说：“社会主义精神文明建设取得明显成绩，民主法制建设进一步加强。针对复杂多变的国际国内形势，进一步加强了思想政治教育。在抗议美国为首的北约袭击我国驻南联盟使馆、打击‘法轮功’邪教、反对李登辉“两国论”的三场政治斗争中，广大人民群众经受了锻炼和考验，增强了政治凝聚力。”在谈到下一年工作时，他要求“...巩固和扩大与‘法轮功’斗争的成果，彻底摧毁‘法轮功’邪教组织。”[2]

《美国国务院网站》众议员兰托斯的署名文章“国际奥委会应拒绝中国主办2008年奥运会”刊登于2001年7月8日《纽约时报》社论版。据澳大利亚墨尔本报纸“The Age”去年（2000年）9月报导，北京市市长刘淇在一次集会上说，在准备奥运会期间，政府将“坚决粉碎并严厉打击法轮功和其它邪教。”[3]

2001年2月3日刘淇在北京市第十一届人民代表大会第四次会议上“关于北京市国民经济和社会发展第十个五年计划纲要的报告”中表示：“要继续开展同‘法轮功’邪教组织的斗争，继续揭露和批判‘法轮功’反人类、反社会、反科学的反动本质，依法严厉打击击极少数违法犯罪分子，坚持不懈地教育、挽救绝大多数‘法轮功’练习者。”[4]

2001年2月14日北京市政府召开第四次全体会议，刘淇安排部署2001年市政府六项工作：六是继续深入开展与“法轮功”邪教组织的斗争。要进一步贯彻中央部署，加大对“法轮功”犯罪活动的打击力度，加强对“法轮功”人员的教育转化工作。[5]

2002年1月25日刘淇在北京市第十一届人民代表大会第五次会议上提出“深化与邪教组织的斗争，继续搞好对‘法轮功’痴迷者的教育转化工作，巩固和扩大已取得的斗争成果。”[6]

2003年1月13日刘淇在北京市第十二届人民代表大会第一次会议上作政府工作报告中提出“坚持不懈地开展与‘法轮功’邪教组织的斗争，坚决取缔、防范和依法打击各类邪教组织。”[7]

2003年9月24日下午，北京市委召开各区县委书记、市委各工委书记会议，安排和部署国庆节前后一段时间的工作。刘淇要求“各级党委和政府要切实担负起维护安全稳定的职责，进一步加强社会治安工作，坚持不懈地深化同‘法轮功’邪教组织的斗争，努力做好人民内部矛盾的排查调处工作。[8]
